Getting a Car Provisional Licence in the ACT
Step 1: Get a Learnerโs Licence –
- Age Requirement: You must be at least 15 years and 9 months old.
- Course and Test: Complete the Pre-Learner Licence Course and pass the ACT Road Rules Test.
- Proof of Identity: Provide valid proof of identity and ACT residency.
- Apply in Person: Visit an Access Canberra Service Centre to lodge your application.
Step 2: Get a Car Provisional Licence –
- Age Requirement: You must be at least 17 years old.
- Hold Learnerโs Licence:
a) Hold your ACT learnerโs licence for at least 12 months.
b) If you are 25 years or older, the requirement is 6 months. - Hazard Perception Test: Complete the online Hazard Perception Test after having your learnerโs licence for 3 months.
- Supervised Driving Hours:
a) Under 25: 100 hours, including 10 hours at night
b) 25 or older: 50 hours, including 5 hours at night - Assessment: Pass either:
a) Competency-Based Training and Assessment with an accredited instructor, or
b) A one-off practical driving assessment with a government examiner. - Submit Documents: Take all necessary documents, including your assessment completion certificate, to an Access Canberra Service Centre.ย ย

1. ACT (Australian Capital Territory)
ACT Logbook System: Training and conducting the final driving test assessment.
Competency Certificate: Upon successful assessment, you will be issued an ACT Provisional (‘P’) Driving Licence.
2. NSW (New South Wales)
Driving Lessons and Logbook Training: Preparation for the final driving test assessment.
3. Overseas & Interstate Licence Transfers
Training and Preparation: For the final driving test to obtain an Australian full licence.
Provisional Licence Option: We can provide a certificate to obtain a provisional licence after conducting an assessment with us.

If you hold a licence from another country, you must first determine whether your licence is Approved or Non-Approved.

Non-Approved Licences
ย ย ย If your licence is not listed or you do not meet the stipulated requirements, your licence is considered Non-Approved, and you will need to complete additional steps to obtain a full ACT licence.
Additional Steps for Non-Approved Overseas Licence Holders in ACT
From 19th April 2021:
Pre-Learner Course: All holders of overseas licences from non-approved countries must complete the Pre-Learner Course from Road Ready Centre before taking the knowledge test.
Knowledge Test: Complete the ACT Road Rules knowledge test.
Driving Test Booking: You can book a driving test directly with Access Canberra.
Outcomes:
Pass: Issued a full licence.
Fail / Choose Learner Permit:
Complete the minimum driving hours and hold your learner licence for the minimum required time for your age.
Complete Competency-Based Training and Assessment with a driving school, or a driving test with Access Canberra to get your P Licence.
Provisional Licence: Must be held for 3 years before upgrading to a full licence.

At Smartto Driving Academy, we support learners through the ACT Log Book Training and Assessment system. Our accredited instructors conduct log book reviews and guide you toward your final driving test assessment. Upon successful completion, a Certificate of Competency will be issued for your ACT 'P' (Provisional) Driver Licence.
ACT Log Book Hour Credits:
For every 1 hour of driving with an accredited driving instructor, you receive 3 logbook hours.
This applies to your first 10 instructor hours (maximum of 30 logbook hours credited).
After first 10 hours, each hour equals 1 logbook hour.
This helps you progress more quickly through your required logbook hours.
